Is Cenril still the largest town/city in Hollow? In my head it is but lawd. Hard to keep up! I know there are rules for city v town v village in the City Funds page but I don't think that accurately reflects ic town size, right? So since there has been a lot of Game of Thrones like activity in hollow kingdoms these days, I think cenril would be best to operate like the Gotham show.
