All-Seeing Syndicate

The All-Seeing Syndicate is a clandestine and somewhat cultlike association rumored to be based out of Cenril and run by a cryptic hag known only as The Oracle. Her Third-Eyed Thugs are recognized by the gilded third eye painted on their foreheads. However, if you can see this eye, you may as well be dead already.
Purpose
Bleeding the wealth and resources of the community in the pursuit of power in the underworld. You know, the usual bad hag stuff.
Presence & Influence
Most of the shadowy organization's illicit activity is in Cenril, but whispers of its influence are heard in Larket, Rynvale, Vailkrin, and Venturil.
Locations
While the All-Seeing Eye exists on no map, clues of its location will present themselves at the right moment.
