A leader's only job is to promote RP within their region. However, they have no authority to keep players out of their region. There are no personal fiefdoms in Hollow, unless you paid credits to buy and make it and put a lock on it.
Similarly, no one is required to join in regional RPs if they do not want to. Proper RP etiquette is required that you not harass or maliciously disrupt RPs on an OOC basis, however. All interaction with RPs is expected to be on an IC basis only.

The Archdruid is not the ruler of said area, but the guardian. She keeps an eye over the forest and attempts to protect it from all evils. The Guardian of Sage does not rule the forest as Kelay and Sage are regions in which no ruler is allowed. The Guardian does not rule the Sage Elves, though many choose to follow her. She is considered a uniting figure. This does not mean all elves must follow her. Nor does it mean she has authority to remove any inhabitants from the forest for not agreeing to her command. The Archdruid is simply there as a protector and guardian of the Sage Forest, not ruler.
