RP:The King of the Vampires

Kasyr is here. Somewhat. In a sort of, eye's-glazed-while-he-stares-at-a rather-inconveniently-large-pile-of-paperwork type way.


Reginae slides down the ladder on her muscular tail, scales like snow flakes flecking off here and there in response to the rough wood, which says nothing of the travel beforehand. A small pouch of missives clutched in one hand, the woman sniffs the air in the room, finding it rather similar to the naga underground caves...a bit more dark magic to make note of. Sharp optics spy a being occupying the room with her, a small smile slits her lips into a fanged grin. “Would you be the concerned citizen?” Her form would turn towards him, slightly taller than an average human height (tail coiled and the such). There was mild reserve in her tone, but even less fear. The dark arts were not something that stirred her soul.


Kasyr for his part, is already somewhat short, being only 5'6 or so, something which essentially amounts ot Reginae looming over him. Nor is he all that imposing really, as though his form seems slightly bulky due to the trenchcoat he's wearing, he's not the corded mass of muscle that other warriors are. The fact that he has goggles hanging around his neck, a small white cat lounging on his head, and a fez balanced on the cat just sort of helps emphasize the 'pretty-harmless-looking' thing. Really, the only indication that there's anything even -off- about the Kensai, is the odd platinum tips that adorn his otherwise brown hair, and the odd flecks of crimson that mar the otherwise flawless amber colour of his eyes. "...rrm? ...mm." And then his expression changes, that glazed look now abruptly replaced with one of alertness, which settles upon Reginae, "The letters. Oui. Yes, even. My name es Kasyr Azakhaer. I've been fairly involved in the affairs of Vailkrin and, due to the proximity of borders, the city you've been inquiring about. You were seeking some information, as I recall?"


Reginae was immediately lulled into a sense of security when the cat with the fez became clear through the shadows. What in Aramoth's name was that thing? The male's quick change in focus caused a slight, inner twitch of recognition. "Yes, I dare say that information is what I've come to aquire. I have a reasonable interest in the city, as it borders Alithrya. Would you be kind enough to enlighten me?" While her attention stayed near the man's face, it was unclear as to what she was examining; the creature on his head or the informant himself.


Kasyr 's posture is shifting gradually, from the paperwork induced slouch it had been into a more attentive ready position- and yet with enough grace that the cat upon his head is barely disturbed. Indeed, Casper (The cat) doesn't particularly seem to keen upon doing much other than being curled up, with the Fez covering not only her head, but a good portion of her body which is coiled beneath- Well, that, and now trying to enter into a staring contest with Reginae, "Well, first things first- I can give you a relative update on things as they have occurred in the last year or few, et what bits I've heard about currently. I mean, it really depends on just what bits of information are relevant to your interests."


Reginae slide closer to a more reasonable speaking distance, a good arm length or two between them still. "I suppose my main interest would be in the political involvement of the leaders here. If they favor the naga city, as it seems you do, and if you think they might swayed to assist in the cause of it's reconstruction." Her pupils dilate, locking with Casper's, and while she is still speaking, there is an obvious tone of detachment in her words, as if she was in the process of being hypnotized. "I'm attempting to reach out in all directions, but I will admit, there is a limit to my knowledge of the areas and social standards within. I am not a fond observer of politics myself."


Kasyr almost feels his lips twitch into a smirk, but he manages to suppress the impulse, instead maintaining his reserved facade. "In recent years, Alithrya's ties with Vailkrin, and indeed with many surrounding cities have been somewhat tense- as it has frequently served as the headquarters of the chronomancer, Vuryal, who has a rather vexsome pass-time of causing pandemonium, bloodshed, and destruction in an altogether indiscriminate manner. To such an extent that -he- is the reason the naga city is in it's current state of disarray. Apparently, he gutted the city for it's resources before uprooting his empire, and left the remains for those who did not follow him." The revenant pauses here, more so because of the rather abrupt manner in which Caspers paw slips down the front of his forehead than any need for a dramatic pause. ...Yes, the white cat seems definitely focused on this staring contest. "...Anyways, since his departure, there have been a few attempts on Vailkrins part to offer aid- in the sense of resources, and a few other matters, but we've lacked a proper liason with your people." A pause, and the Kensai adds, "Et allow moi to properly introduce myself. My name is Kasyr Azakhaer, King of vampires, et one of the twin rulers of Vailkrin." The grin he offers her is fanged, and ever so self-assured.


Reginae blinks. While the staring contest is, of course, a very important matter to be re-addressed. After all, such a prominent statement as I am King of the Vampires is deserving of some amount of awe and a few moments of utter confusion before it sinks in. Regi is not, by any means, underwhelmed by this knowledge. If anything, she would admit to feeling silly for paying so much attention to the creature on him as opposed to Kasyr himself. “My apologies,” It rolls off her tongue as if she was trained to make excuses and apologize for things that were beyond her control, but her surprise and mild embarrassment was sincere. “I had hoped for a noble and inquisitive member of your city. And what is it I've managed to stumble across but a twin ruler. A concerned King, no less!” The shock and amazement takes a moment to melt into her features, she returns his fanged grin with an impressed smile of her own. “I can't help but feel you love to say that, don't you?” A chuckle passes between her lips before she speaks again. “This Vuryal, I've heard bits and rumors about him. Not to mention a few footprints left in the Queen's Chamber's such as old missives to a previous entity.” Only then does she allow her gaze to slow edge back to into the cat's direction. “Do you think him gone for good? I can only imagine the troubles that would erupt if concentrated efforts rebuilt the city, only for his unannounced return. It almost sounds like he's created a graveyard, and named it his own.”


Kasyr offers her a bemused look, "It's less the title, with the paperwork et troubles it entails, et more the shocked expressions which I relish- I do my best to avoid royal regalia. But yes, I've found myself interested in Alithyra's situation for some time." From there, the Revenants expression recomposes itself, and he simply resumes listening. Casper, having won the staring contest, simply wiggles her head and glancing up in what can only be described as imperious triumph, before she settles back down in a lounging position. "Vuryal, to my knowledge, did not -create- the city, so much as simply encamped himself within it, established a rule, et then proceeded to drive it into the ground. A feat which es further complicated by the fact that most are ill-equipped to oppose him. Still, to say that he once reduced the city to a graveyard es not entirely inaccurate- et will likely become true again as he roams these lands once more." A pause, and the Revenant adds, "Thankfully, I've not seen any direct evidence of his involvement within that city once more, "...Though, there were apparently some restoration efforts of some sort going on, and the source of these was altogether unknown, "..So there yet remains a possibility of both aiding the city, and perhaps preparing it against a future usurption. I cannot say, however." The revenant pauses, then finally inquires, "But who are you, exactement, to go forward seeking out this information, this aid? I can't help but wonder if tu are a citizen, or more? Last I checked, there was little in the form of government left in that city- though they are making do."


Reginae would likely shift into another position, sticking her nose in the air as a direct result of being defeated by something she couldn't even name. It was enchanting, she would give the cat that much. “In all the excitement, I've forgotten myself.” Her optics twist back down to meet his line of eye sight and, without as grand a flourish as he previously presented, “My name is Reginae, though I am also 'fondly' termed 'The Other' within my family's history. I have knowledge of the previous government before the time freeze and the smaller, inner-working cogs, so to speak, of the mechanism that ran the city. Now? My name sake has little weight, and even fewer citizens to support it. Reginae Naginis, sister of the queen in grooming and skilled in the aversion of the public eye. Royal titles can be a pain...” A small, whimsical grin moves over her lips. “Paperwork is worth the end result. This land seems to have a dedicated half to it's governing force. I would be very grateful if we might discuss a mutually beneficial relationship between our two holds. Not that I claim Alithrya, just that I think her people need a voice...and I have yet to meet another who wishes to speak on her behalf.”


Kasyr plucks a pen from the desk, if only to gesture it towards Reginae, in a casual manner, "By the queen in grooming, do you mean Jaize, or another? As I met her, prior to her being...deposed during the tumultous situation that engulfed your city." The Kensai's head tilts for a moment, with such abruptlness that Casper lurches from her lounging position, though she manages to remain clutched to his skull. "Regardless, I would very much be interested in a potential liason between the cities, especially in case the worst came to pass. Thus, I would suggest to you with all due seriousness that you search through the lands, via word of mouth or the message boards, for those citizens which were depossessed by the prior government, and were looking to reclaim the city for their own- and to form ties to the surrounding cities. Were you able to manage such, I imagine you'd gain enough support to be wholly considered as a legitimate party amidst the political forces in the city. Et I would be wholly supportive of appointing a Liason from amidst such devoted individuals, to further cement the legitimacy of such actions." A pause, and the kensai adds, "Though, given the sort of intrigue that surrounds these sort of actions, I imagine it would likely do you well to acquire proof of descent and former ties. Lacking Jaize, you are the closest thing to royalty, j'pense."


Reginae would slither closer, eying the pen. “Aye, Jaize would have been my sister...if she still lived.” The news was not surprising, that Jaize had come before her and been taken in her inability to protect the city from this Vuryal creature. While she hesitated to ask for more information about her sibling, Regi would instead nod and listen to the sage advice the kensai offered her. While she had no proof now, she was sure something could be recovered from what was left of the palace to prove her claim, if it ever came to that. “My message on the boards, and even this meeting, seek to satisfy that purpose; finding others has been nothing short of an impossibility. But time will unravel around our city with each passing day, more are likely to return. Can you tell me anything of the other cities that share our borders? They are all new to me, I'm afraid, as are some of the races that have emerged between the time we were frozen. I can not overstate the importance of your counsel and information.”


Kasyr steeples his hands together, and gives the naga an appraising look, "Your city though connected to Vailkrin, is done so through a portal. It's physical location, however, rests submerged in the waters between the island of Rynvale, and the port town of Cenril. Rynvale is a hub of many different creatures et cultures, as befitting an island, and especially the port town, though it does have a prominent high-elf society. That said, the island is not dominated by merely a single city. Within the lycanthrope infested woods, there also lies a town of ogres, et further to the east lies the city-state of Vhys, which serves as the home of the forsaken elves. Amongst these, the port town of Rynvale es most favourable, as they have frequently been in conflict with Vuryal, et would likely be amenable to those individuals who would be seeking to be independant of him. Gamorg, being a city of ogres, et the like, would likely be more difficult to navigate diplomatically- even despite being betrayed by the chronomancer. ...Et Vhys would be like courting danger. On the other half of the waters is Cenril, which, whilst a potential source of resources et allies- es unlikely to be able to actually provide any stable source of support, as it's political factions are split between it's churchs, merchants...et it's underworld." The revenant scratches his head here, then casually adds, "Really, if you were interested in this venture, et able to get a bit of warm clothing, I'd journey towards Frostmaw to speak with the queen in regards to this matter. En fait, Were you able to get her support, I'd be more than willing to...aid in your campaign by appointing you an official liason between Alithyra and Vailkrin."


Reginae listens carefully to everything the King of Vampires says. Rynvale and Frostmaw seemed to be the locations to start, and while the thought of approaching a Queen seemed daunting, she reminded herself she was receiving wonderful aid and patience from a King in this moment. His kindness and support was immeasurably the best thing she could have ever imagined. To be fair, she was quite ready to settle for a few city rumors from a bar maid. When he falls silent, the naga holds out her thinly constructed digits to shake his hand. “I can think of no greater honor than to be the link between our cities. I have the utmost confidence that the city shall see better days and brighter dawns if aid and souls akin to your own exist elsewhere in this land. What do you seek in return? How might our city offer aid to yours, connected across such distances as we are? I will certainly have to seek out this portal...I was unaware of it's existence.” Slithering a pace or two closer, Regi's eyes soften with sincere and bright optimism and gratitude. “Thank you, truly.”


Kasyr takes the offered hand, and gingerly clasps it within his own, the handshake firm yet confident. And just as simply he withdraws his hands, if only to begin casually twiddling the pen he was holding between both his hands, "Resources are always a valuable commodity between cities- especially ones of such different locales. I imagine there are certain things which are native to your region, be it in the form of an unrefined element, or a form of craftmanship- that would be a great boon to Vailkrian culture, especially were trade agreements to be arranged between these cities. That said, in times of strife, of war and disaster... an allegiance of military might is of an incalculable value, and so- I would say that such a matter be considered an imperative." The revenant pauses, before casually adding, "Indeed, the citizenry is a cities most valuable resource- though I would not be unwilling to see if we can't arrange to lend Alithrya a portion of our workforce to aid in it's reconstruction, should we manage to work out the rest of these details."


Reginae / couldn't have hoped for anything more reasonable. “Though we have little to offer now, I know your assistance will rebuild moral as well as the physical aesthetics of our culture's capital. We are few but we are mighty, and I can promise the aid of any of those within our walls should your city fall into conflict. I will rally those who are more familiar with the resources and craftmanship, send missives if meetings fall through. An exchange can be arranged whenever we can gather that which would be exchanged, in the meantime, I do hope my word might serve as honorable enough persuasion. Your workers would not only bring the building and structures back to life, but admittedly, a little bit of commotion would do the city good. A bit of life, a few strangers. I can, of course, guarantee their safety while within our walls. As well as an open invitation for you and your twin leader to visit and assess our value for yourselves.”


Kasyr offers a subtle nod, "I accept this invitation with all due thanks, and will be sure to put it forward to the other ruler of Vailkrin. As it stands, I look forward to hearing of the results of your meeting with the ruler of Frostmaw, whenever it occurs- as that shall hopefully mark out the day we can write out and sign an official agreement of these terms." The revenant pauses there, gently tapping the pen against the page, "With all this said and done, however, are there any matters which you have left to address to me?"


Reginae shakes her head, no other matters coming to mind between the two at the moment. “I will seek her out...is she as friendly as you?” A smidgen of laughter follows the question. “Again, I admit to my lack in tack, but at least I have my good intentions. I will send word as soon as we have met, and with a bit of luck, we might be able to put that pen of yours to good use.” Smiling, Regi dips into a low bow, “Unless you have more wisdom to bestow upon me, I leave you to your 'royal' paperwork and all the grand consequences of leadership.”


Kasyr gives Reginae a really amused smirk, "Yes and no. That's all I'll say. Oh, et as for advice- I'd highly suggest you do your research on the current leaders of a region next time you go asking around. It'll avoid you making any uncomfortable errs~" With that said, the Kensai simply returns his attention to the paperwork piled before him.
