This is simply internet slang or shorthand for "Be Right Back" this usually means the player will be away from their computer for a short period and therefore talking to them would be futile. Some players say 'AFK' instead, which means 'away from keyboard', but it's essentially the same thing. If an admin says this it is best to wait until they are available again to talk to a player.
